It depend on your financial situation
If you have the money to cover your rent ,your tuition and all your living expense three years without worrying find any kind of job.
Windsor is the nice, quiet and friendly place to start your new immigration life.
I expect the Windsor will get better position when you finish your study in U of W.
You will be able to find a better job because you have Canada degree or license.
For buying or renting house, I will suggest you to rent the house or condo first , depend on how many family member do you have. After few months, you will be able to know
which community is your best choice. The price of the house won't shoot up for just 1 day because of the ecnomic here is pretty bad.
There also have some government social aid for new immigrant if you are low income at first year. If you really try hard and still can not find a job here, Canadian government will assist you.
